Bug description: If a target has Frost Fever on him (but doesn't have Chilblains) and then I use Pestilence to spread diseases, Chilblains won't be applied on the other targets. It only gets spread if it exists on the main target already.
Basically Chilblains should be applied whenever Frost Fever gets applied or re-applied to the target, either by Pestilence or by usual means (Icy Touch, Chains of Ice, Howling Blast, Outbreak etc.).
