Bug description: According to the 5.3 notes for PvP Power, percentage healing should be increased by PvP (Healing) Power.

In patch 5.3, all specs (even classes without healing specs) benefit from a PvP Power-to-healing conversion. This means that any heal should benefit from PvP Power; this includes percentage heals such as Second Wind and Recuperate. Previously things like Second Wind and Recuperate weren’t benefitting from PvP Power at all.

In the above screenshot you can see me using Conversion, which heals for 3% of my health.
391725 * 0.03 = 11751

40% of my PvP Power affects my own healing, therefore resulting in a 14,85% bonus to healing (37.12 * 0.4). Conversion should've healed me for 13496.
