Bug description: It isnt afected by pvp power as mentioned in here https://forum.wow-freakz.com/FIXED-Multiple-PvP-Power-vs-Percentage-Healing-t391034.html
Proof: I heal for 12788 outside combat.In combat for 7033hp.
7033 = 12788 - (12788 * 45 / 100) so no increase from pvp power
