[Monk][Talent] Ring of Peace buff & vs Ice Block / Divine Shield

Bug description: If you use Ring of Peace when a player is in Bubble or Ice Block it will appear on that target as a ''buff''. Also, if you use Ring of Peace right before Ice Block or Divine Shield ends and that player will start attacking you it won't get disarmed. ( For silence it works, but for disarm it doesn't. )

If you use RoP a few seconds before the enemy player's Divine Shield or Ice Block ends, and then the player attacks you, he will get disarmed but it gets applied as a buff instead of a debuff. For silence it works fine.

Another issue I noticed: if you use RoP on a friendly player that has Divine Shield or Ice Block, you'll get the immune message and the spell will do nothing.
