[FIXED] [Shaman][Spells] Hex not preventing some spell casts

Bug description: You can use Spirit Link while you are in Hex. (Cannot attack or cast spells.)
Proof: i saw it with my own eyes , you guys can test it.

Killing spree, Detterence , Smoke bomb , a multitude of spells work while hexed from different classes , this needs a general fix.

Fear/Spell Reflect/Retaliation from war(but this is not generally on every warr, some players can do it...), it's a *** wierd bug at hex... for ex i can't drop spirit link while hexed but others can do...
