Bug description: After you finish all 11 quests and the final quest for daily assignment you get only 3 valor points,not 60.

That's normal. The "60 Valor Points" reward you see is a summary of all the quests rewards (basically you have 11 quests + 1 final quest, each quest rewarding 5 valor points => 12 * 5 = 60 valor points. But you receive 3 instead of 5 because of how we handle valor points cap changes by blizz, already explained in other topics)
Bottom line: no bug
