Bug description: as u can see in spell finder and in screen shot i post the proce rate of seal os insight is 15 PPM or about 65% procs chance(even i try with 100hit and i get only 58% procs it is ~ not exact)





but in 5.1 a hot fix apply to the seal of insight :

The proc rate on the heal is 15ppm. This means that with a 2.6speed weapon it's heal proc is 65%, and with a 2.8 it procs 70% of the time. A 3.8second weapon will proc 95% of the time. Haste and reckoning do not change the proc rate. [code]Edit: Proc rate increased 33% to make up for the recent bug fix with how this seal interacts with Hammer of the Righteous. This would make it a 20ppm seal and a 86.7% proc chance with a 2.6 speed weapon, and a 93.3% proc chance with a 2.8 speed weapon. the proc chance is actually a bit higher than normal, but within acceptance range since the testing were not done for long periods of time.

My testing:

3.6 weapon, 328 sec, 100 melee hits. (the weapon speed is actually 3.21 in my char sheet, just so there are no confusions).

I had 90 procs and a ppm of 16.48.
