[FIXED] RPPM vs Haste

Bug description: Every RPPM formula should take haste into consideration.

http://imgur.com/a/3ud49 (you can see my haste in the bottom left corner) For example i tested on my hunter with meta gem on Survival with 18% haste and on BM with 63% haste (10% is from the attack speed buff)

For surv my meta rppm should be : 18.31*1.18 = 21.60 or 36% chance per hit(not taking into consideration "bad luck prevention) For bm my meta rppm should be : 18.31*1.63 =  29.84 or 49,7% chance per hit Clearly higher

I already implemented haste in the chance calculation already as mentioned on the RPPM topic. That quote you have there is pure stupid "if I have X% haste I have Y% chance on hit" FALSE! Chance now depends on LOTS OF FACTORS: base RPPM, spec modifier RPPM, haste, time since last successful proc, time since last proc attempt. This means that you have a totally different chance on each hit

That's a random/outdated/etc comment, the info you see here Lightning Strike Charges Trigger is extracted directly from wow files

So the fact that i hit 15 times with 18% haste and 15 times with 63% haste is pure bad luck ?

If that's the case my apologies and i will blame my bad luck then .

Anyway the implementation of RPPM is a good thing so thumbs up for that .
