Bug description: In this quest i need to talk with npc but im clicking to talk with him but its bugged and i cant click this

Well first, you need to be best friends with one of the Tillers to ask them to come over to your farm. And even then they should be doing something in particular, which might be tricky to implement here since the farm is not operationnal (phased).
