[REJECTED] Lashtail Hatchling Npc not spawning

Bug description: At the end of this quest chain http://www.wowhead.com/npc=52877/lashtail-hatchling#comments , when you go inside zul gurub and kill Bloodlord Mandokir on heroic difficulty, that npc should appear and give you the quest https://www.wow-freakz.com/quest_helper.php?quest=29208&&name=an-old-friend , which will give you this pet https://www.wow-freakz.com/item_finder.php?item=69251&&name=lashtail-hatchling .

I have completed the quest chain, including http://www.wowhead.com/quest=26386/surkhan , and then i went to kill bloodlord mandokir, to see if it works, and if the npc appears after killing him, but the npc DOES NOT appear.
