You also apparently need to complete a quest before you can even purchase the cooking bell, called "To be a Master" ( https://www.wow-freakz.com/quest_helper.php?quest=31521&&name=to-be-a-master ) which is currently not in-game. You get this quest when your cooking skill (general) gets to 600, which afterwards forces you to make one of the final recipes of all the ways, basically having to master them (600 in all the cooking ways).

The following items are unlocked once you manage to complete the quest: The cooking Bell, the recipe for both the regular Pandaren Banquet and the Great Pandaren Banquet. http://www.wowhead.com/quest=31521/to-be-a-master#comments .

It has a hidde reputation grow. Just do it every day. The quests will change and Nomi wants something else till you can summon for daily reward. I have Nomi "best friend". Just do it every day even you can't see the rep going up.

If it says on the Quest finder that it gives rep with Naomi then it gives rep 100%. Maybe it is as Trakus said, a hidden reputation.

Fixes will be live only after a server restart !
