[FIXED] Blasted Lands Portal - invalid error message

Bug description: The portals which are found at the mage trainers in both Stormwind and Orgrimmar, the ones which teleport the player to Blasted Lands, they both require Cloud Serpent Riding in order to be used. This should not happen. A player should be able to use them without having the Cloud Serpent Riding skill.

The error message is wrong, it should say "you need level 58 to use this portal", you tested with low level chars
Fixed the error message
