Bug description: Required NPC for the quest is missing from the Angler's Warf waters; the quest counts for the Locking Down the Docks achievement.

If I remember correctly, it spawns after taking a quest.

I got the quest, I roamed around the area, I couldn't find anything; I also tried it from another account, my fiancee's one, and we were both searching in vain.

I did it few months ago, and after taking a quest, the shark was spawning immediately in the water next to the quest giver.

I will check it on the evening when I come back to home.

I abandoned and retook the quest 3 times before submitting the report; also tried deleting cache and it didn't do the trick.
Right after seeing your reply, I had it spawned by dropping and taking on the quest again.

The Shark is there. He spawns right after you accept the quest..just stay near the edge of platform, facing to water and be quick to jump on it! Good luck!
