Pretty sure they did a last second buff to it which isn't reflected in the tooltip which means unless perfect conditions happen you will get a dps increase out of it.

- Each LB should reduce cd by 1.5s.
- LB during Ascendance should reduce the cd for ascendance.
- Mastery procs should also reduce the CD.

1. Fixed to proc from overload
2. Invalid, already works correctly (it procs in Ascendance too)
3. Fixed cooldown decrease to be -1.5s
