Bug description: The raid lockout system should be loot based,not instance id
Let's say you hop in a throne of thunder raid,you kill jin'rokh but you get kicked or the raid disbands.Then you find a group that is locked at council you should be able to join that raid and kill the rest of the bosses (without jin;rokh or horridon).Right now you can't because it says that you have another instance id (i think that is the message).

Example:
You killed Immerseus, then group disbands. You are only locked to Immerseus.
You find another group that's on Galakras. You join that group and kill Galakras. You are now locked out of Immerseus, Protectors, Norushen, Sha and Galakras, but everything else is still open.

This will not be implemented any time soon, it would require a complete rewrite of the current CD system

this it should have a greater priority to improve the PvE life/activiti on the server.

you could use cd on the boss and not on the instance, this way you could make all the bosses and not losing loot is you go from the 3 boss
