Do we have any other proof ? It's very strange, the ICD is read directly from wow files, just like the spell finder does: Item - Proc Strength ... it has ICD in wow files

Yes, but it doesn't make sense because the proc of talisman is 10 sec so it will be VERY hard to stack to 5 times if half of the proc is on cd..
