[Mage] Pyro proc vs PoM + Alter Time

Bug description: When you have an pyro proc and use PoM+Alter time sometimes you lose your PoM after come back of Alter Time.

How to reproduce:
1. Get a Heating Up proc
2. Use PoM to get the buff up
3. Use Alter Time
4. Use the PoM with a spell
5. Cancel Alter time or let it expire
6. You get the PoM buff back but you can`t use it again and it isnt going on cd either. You can /cancelaura to remove the buff but the point is that PoM is 1/2 useless if used in this combination.
