confrim ...after you use it all of your potion gone in CD and say cooldown start upon leaving combat but it wont till u relog.... then u can't use any potion [can after relog]

Confirming - it does not sober the player, and the cooldown timer does not start unless the player relogs.
The only thing that works is that it only grants the extra 4,000 haste rating.
