4.1 patchnotes:
The Focused Assault and Brutal Assault buffs have changed.
After 3 minutes of both teams having the flag, both flag carriers will get Focused Assault, which increases damage taken by 10%.
Every minute afterward, an additional stack will be applied to increase damage taken by an additional 10%.
After 7 minutes, Brutal Assault will be applied in place of Focused Assault. In additional to the damage debuff, this debuff also caps the player's movement speed at 100%. The damage taken debuff works the same and will add 10% to the debuff up to a maximum of 100% damage taken.

The debuff should stack up to 10 times every 1 minute... but it doesn't work, you get no debuff after picking a flag.

confirmed.
You get the flag debuff but you don't get the increasing damage taken debuff.
The debuff should be applied at 1 minute mark after both flags were picked up. So if i take the flag and have it for 5 minutes there should be no debuff. When the other party picks up the flak than the 1 minute cd starts and doesnt matter if one flag is dropped or not, you will still get the debuff and it will still increase with 1 stack each minute you hold the flag.
Dropping the flag so that someone else will pick it up will give the new carrier your number of stacks.
