Starsurge should benefit from both, lunar and solar eclipse.

Starsurge should benefit from only one of the eclipses, not both of them, even if you cast it during Celestial Alignment, otherwise you will be double-dipping in the eclipse bonus.
Regarding the eclipse bonus: you have base 15% increase damage while in an eclipse to which you add the mastery bonus, so if you have 50% mastery you will get 65% increase damage while you are in an eclipse.

Regarding DoC - offcourse you don`t see much difference since you have no gear on you. Starsurge has 238.8% spellpower increase. DoC adds 25% to your eclipse so if you have 50% mastery you will have 65% increase from eclipse + 25% = 90% increase for your spells that benefit from that eclipse.

Tested with 31% mastery (which means 46% increase from the eclipse): did 100k dmg with starsurge out of the eclipse, 147k in the eclipse and 170k with DoC in the eclipse. So: 101k*1.46=147,46k i should do in the eclipse, 101k*(1.46+0.25)=100k*1.71=171k with DoC in the eclipse.
