^They implemented that stuff in later Patches so adding to the equation the fact that we are on Patch 5.4.8...more exactly Patch 5.2 content I can say yeah. We should have that. It's true.

Says : Wrathion's Legendary Questline
All bosses in Throne of Thunder now have a chance to drop Sigil of Power or Sigil of Wisdom in addition to their normal loot for players on the appropriate step in the legendary questline. Players should also no longer be receiving excess Sigils of Power or Sigils of Wisdom.

Not really sigils but related.
Chimera of fear does not drop from Sha of fear lfr. Shows the boss as quest objective and you can loot sha of fear but it doesn't drop the chimera of fear.

^Confirmed, seems like the Chimera of fear is on a chance drop.

That guy that got the chimera of fear he said that he is not on the quest and he got it, and me i have the quest and didnt get it, that should have 100% drop chance. Can you somehow give me the quest item, really annoying, i spend so much time farming. >.>

p.s sha of fear had a loot table but it was empty, on retail the chimera of fear was awarded in the loot table not on the personal loot, everyone that played retail can confirm this.

Since this topic was initially about the sigils and the fact that we now have LFR implemented and the sigils drop with 15% chance, I will close this topic.
Btw, one more mention, some players were complaining about LFR not dropping sigils for all players at once. I already explained that it should have an individual chance per player, not per raid. Some googled info also says the same thing:
