Bug description: The quest item dont drop for everyone in the raid and some players that dont have the quest can get it too. I have the quest, killed Sha of Fear but didnt get the quest item.

How it should work: Everyone in the raid that have the quest are eligible to loot sha of fear and get the chimera of fear, unlike now everyone can get it with 15% chance.
