Bug description: At the moment only horde hasa a chance for this and their drop chance should be equal, and from comments shoul be 30% drop chanche

The only problem here is that Shado-Pan Assault Insignia should drop from those items AND from this Sunreaver bounty

2 Sun reaver bounty and 2 Arcane Trove.
