Bug description: I don't think this is a bug, but i can't take this quest. It's something wrong if I'm lvl 89 and this quest is for 87 ? Without this quest I can't complete to lvl 90. What can I do ?

You have to start from this quest: Temple of the White Tiger, then complete A Celestial Experience and after this one you will be able to take A Witness to history quest.
