Bug description: I'm still getting attacked by players even though my PvP is off and I have no interactions with those players so that it automatically turns on. Might be related to the existing / fixed bug about Censer of Eternal Agony

What proof could I possibly give you? I'd have to keep recording my screen until this happens.

I was on a monk when this happened, so it could be the issue that https://www.wow-freakz.com/spells.php?spell=115072 (wowhead link) also targets enemy players who you're not in combat with, which would have activated my PvP flag, if an enemy player was near me. Please close this for now, and I'll open another issue if I get a clearer use-case where this happens.
