Sometimes the cd % aura fades and you are left with normal cd on every ability. It happens when you get teleported in another zone (ex : raid teleport).

Tested. Teleported in Orgrimmar, used Recklessness, waited for the cd to come back and it's still at 3 minutes (same on every other ability as well). To fix it you have to remove the trinket and equip it again so you gain the "aura" from it. Otherwise you get stuck with normal cd.
