Bug description: You should get a bag from Ordos when you kill him and doesnt receive any loot from it.It should work as a fail bag just like LFR bags and other world bosses.

Some notes:
Items that dropped from this bag were originally from LFR(528 item level) but it was later on changed to flexible(540 ILVL).
As mentioned in the comment section from WoWhead,"Gear found in the Flame-Scarred Cache of Offerings is random, and is not guaranteed to be appropriate for your class or spec."

As long as we don't have the original restriction for ordos (legendary cloak requirement) we also won't have his original loot
