Bug description: Cannot do the quest do to Norvakess doe's not exist. I tried to use the NPC Finder on the home page and it says "NPC isn't spawned anywhere", in which I assume the quest is broken. You cannot get it as an auto complete as well.

It's working fine.

After you accept the quest, speak to the same NPC (Taoshi) and he will teleport you to Norvakess.
