[REJECTED] NPC's shop not opening

Bug description: When I try to open Blacktalon Quartermaster (the vendor for Black Prince reputation) nothing happens,no shop opens.
Proof: I can't post proof because nothing happens but the gestures of my char like the shop would open.

This guy won't open for u trade window unless u completed part of legendary chain that rewards some item i.e sha touched gem or eye of the black prince.
