name change for vote points

I wanna change the name of one of my toons, but that name is taken. the thing is that the toon with the name i want hasn't been online in 2 years.

would it be possible to get that name with vote points?

two years is a long time not playing

You can't change your name with votepoints if that name is already taken, even if that character is offline for 4 years, you use another name or you should make a donation.
