Bug description: I have placed a wowhead link since the NPC is not in your database and it's not spawned though it should have been since 4.3.

The NPC you are talking about it's not Izzee the 'Clutch' because as the DB says, doesn't exist. We will add that NPC in patch 7.0.3 as WoWHead says.
