Bug description: while in pandaria, without "Wisdom of The Four Winds", if you cast Path of frost and stand on water, you can summon mounts that require Wisdom of The Four Winds.(the first 3 images in the proof link)
also, the actual bug seems to be the fact that you don't have the restriction from "Wisdom of The Four Winds" when you're underwater, and the path of frost only makes it possible to summon them because they're not summonable underwater.(4th image in the link)
