Bug description: You can skip the part of using the quest item on Gorat, and just go ahead and kill Captain Elendilad who is already spawned at his location. There's also a visible bunny there. He should spawn only after you use the quest item on Gorat.

Also there's no dialog between the two NPCs, Gorat does not walk to Captain Elendilad, etc, as shown in the video below.
