Frost mage tier set question

I want to know if 2 pieces of soo tier works properly

Here says that when you consume Braine Freez your next frostfire bolt/frost bolt/ice lance/cone of cold is doing a +20% dmg but you can consume Braine freez only if u use frostfire bolt https://www.wow-freakz.com/spells.php?spell=44549

and if you use frostfire bolt to consume brain freez and to activate T2 bonus, this bonus is instant consumed by that Frostfire bolt which you used earlier

now my question is: this is how this bonus should work?
and if is it so, why it says that other skills gains bonus when they won't
