Bug description: Mages' Healing Touch gained from Druids' Symbiosis is not affected by haste even if tooltip says it
Proof: http://imgur.com/a/x3JzZ 2.18 sec cast time in tooltip with my 15% haste, but when I cast it it's still 2.5 sec.

Confirmed.
Notice in the tooltip (bottom right corner) my casting speed of Healign Touch is 0.54 seconds, while my cast time is 2.5 seconds.
