Operation shieldwall starter quest

I can't get the quest from the npc lyalia which gives meet the scout quest which i can't get but can do daily quests at lion's landing anyway how to get the quest?

Have you tired checking the next quests in the quest line? Probably you completed it already.

Seems like i did it already but don't remerber doing those quests in questline and i can pick from npc what dailys i want to do
