Graphics and interface resets every time I launch the game,rates don't work properly

Bug description: So,every time I launch the game I have to accept the tos and that is fine,but it annoys me that I need to readjust my graphics settings and interface stuff.
Also exp rates are not the ones I put on the site,as you can see Im using x10 exp( http://prntscr.com/cxugpb ) but in game it is x5 ( http://prntscr.com/cxuib2 )

Check if WTF folder in your wow directory isn't set to read only in properties (ppm on the folder -> properties).

Rates are max 5x on MOP content, 10x on Cata content and 15x on wotlk, tbc and vanilla content.
