Hello i would like to report a issue i have i can't buy some red belts from NPC master cannon only blue ones

What are you talking about ? Red belts ? Do you mean "Red Belt of Unspoken Warning" and "Red Belt of Gentle Persuasion" ? If yes , then you need to complete this quest , and after you can buy them.

It says nil but i cannot pick the quest from the npc it's grey and when i ask with him nothing happens

This option is live at server restart.
Conditions : level 90, quest not rewarded, quest not taken
