XP rates

Question about setting xp or item rates.

Is setting these rates to x1 the equivalent of a normal blizzard run server or do they also have their own modifier. For example more recent characters seemed to blow through old school content at a rate vanilla characters never did. So did blizzard change the base xp levels or did they use lets say an x3 modifier?

x1 XP rates should be the same as Blizzard, as for base XP I can't really answer that.
