Unique Leveling Experience - riding skills

Hello, my question is:
Should characters automatically get artisan riding skill or not? because after reading this thread https://forum.wow-freakz.com/WoW-Freakz-5.4.8-Information-t213308.html
It says in 4. Other, under spoiler this : "All characters will now auto-learn their spells as they advance in level, no-gold required. Riding (up to 280%) and mounts are also included!"
Btw i migrated and my chars have 150% flying, thats why i was confussed.

Once you hit level 60 you get 150% speed flying and thats the highest flying speed you get for free.
70 and 80 flying you need to buy
