Questions on Un-Ban process

Situation: Friend got Temp Banned

Issue: Can't log into the Website\Forums (says they're banned and must wait X amount of time)


Question 1: Since they can't log into the Website\Forums, how can they appeal the Ban to a GM?

Question 2: If proven 'not guilty' and the Ban lifted, what happens to the player that reported them?

Question 2a: If nothing, what's to stop Player A from reporting Player B with false claims and made up information?


Additional Info:
- I've searched around the Q&A forums and found only 4 posts that mention Ban\Banning, none mention process for Unbanning
- I've viewed the UnBan\UnMute forums which only show Global Announcements. (no info on how to appeal or a model to follow for that request)

Side note: I fully support hiding the posts in the Mute\Ban Requests.

Ingame bans should not affect your forum account unless you violated forum rules too.
The model for submitting unban request is set as a premade message as soon as you open a New Thread in unban requests.

Now on the matter:
1) As already explained there's no link between forum / ingame accounts unless they received forum ban too. In this case you can appeal for your friend (but please mention it).
2) Nothing
2.1) If we implement sanctions for those who report someone with false/incomplete information no one will report abusers as most of the time players can only obtain partial information and relay on their intuition.

I understand that the players have limited access to data and are using intuition and each case is a judgment call. I don't want the ban system to go away, or make players stop submitting requests. However, my primary concerns with question 2 are:

2: I can get banned because I annoy another player simply because I'm better then they are (which is doubtful, lol) and they request a Ban on me for revenge by stating 'I'm using hacks' and making something up like "the hunter was teleporting or climbing un-climable walls"

2.1: Without this safeguard/counter-balance in place, you're open to (for lack of a better term) spam from Rage-Banners (easily identified by the number of Ban requests they submit).

Players are prone to making mistakes and I'll be the first to admit mine when I do. I don't think players in general should be punished for submitting Ban requests. But, IMO, those that submit a high number of them that turn out to be false or over-turned should have some discipline similar to the Warning system here on the Forums.
