Bug description: It is not applying on 3 additional targets. I tried with and without party / raid

Try damaging the targets first. INJURED allies. if they have full HP it will not apply. report back please

It is working with injured allies. I thought it is like Aura of Mercy, it does overheal if no one is injured.
