Bug description: Shadow covenant does not leave the shield debuff on any targets healed by it,it does it in combat,but it should happen always.

You must be in combat, otherwise the shield debuff is not active. It's the same situation on blizzard. It's not a bug. It's working as intended.

As Eyedea said: blizzard does not apply almost any negative effects outside of combat. it was weird at first for me too, happened with Stagger, Shadow Covenant, Shadow Mend, etc.
