I don't know how did you get that spell, but it's not supposed to be in the game (talking about Without Remorse)

What you have posted is a pandaria spell, this is the Legion spell: (Click on wowhead link) https://www.wow-freakz.com/spells.php?spell=51128 (wowhead link) and it's only working for Obliterate.
