[FIXED] [Spell] Festering Eye - Val'sharah NPC Fear

Bug description: the npc Festering Eye has an ability named Fear. I should be able to remove his fear with my warrior's berserker rage. It says can't do that while fleeing.

Bug description: Festering eye fear has no diminishing returns, so when there are multiple eyes you become permanently feared until you die.

Not sure about berserker rage, the spell doesn't have the spell data which would allow berserker rage, even if we modify it serverside, clientside it will still block you from using it. Anyways, I added diminishing returns, should be better now
