Proof: So,Anduin Wrryn is not in the throne room i seen this at the quests The Usual Suspects and Rallying the Fleet it looks that he needs to be here but i think he is up on the keep or on the floor of the world

)hope that it will be fixed il look right now above the keep if it is or not.Have a nice day
