-Zone: Hillsbrad Foothills, Eastern Kingdoms

-Confirmed. In the quest "A Haunting in Hillsbrad" (http://www.wowhead.com/quest=28635), the quest objective is not completed when entering the zone, nor when approaching the NPC "Captain Ironhill's Ghost" (http://www.wowhead.com/npc=49240). The chain is blocked.

I'm confronting with this issue also. Will low level/unimportant quests be eventually fixed or should they just be skipped altogether?

Sorry to bring this back to life, but I'm a quest-type of player.
