[FIXED] [mage][Arcane][Artifact Trait] Everywhere at Once/Displacement/Shimmer

Bug description: HAving the points spend on the artifact trait does not reduce the cooldown of Displacement, nor increases the window to use it. As of looking the proofs for the artifact trait i noticed that displacement spell also isnt working as intended (according to tooltip) it isnt Blinking you back to where you last blinked, it blinks to the first blink used, and it wont work on the next blinks for some time if you miss the Displacement time window(not sure whats the time window that i cant use it, but best guess was 10 s [displacement time window] + 30s [displacement cd])
Edit: Confirmed Displacement goes on cooldown if you dont use it in the 10 s time window.

Fixed all issues, but keep in mind, tooltip will still show 30 seconds cooldown on Displacement. there is a strange issue with it, I don't really have time to debug it as of now, since gameplay is not affected at all (when you use displacement with 3/3 on Everywhere at Once, cooldown will start at 24 seconds instead of 30, thus having the same effect)
