Bug description: Flags the user for pvp by buffing nearby faction npcs (horde or alliance, even flightmasters) or flagged people. I doubt this should happen. It makes it way too easy for people to focus on killing monks that are leveling whether they want it or not. =/ The spell works like an aura, so I'm guessing it should only affect people in the monk's party. =/
Proof: Any Pve monk video. Seriously.

P.S: Lesser bug, but sometimes, when taking a flight or a vehicule, the buff will disappear after you land/exit, 10 seconds after you land. =/ This might just be a visual though, as it keeps buffing nearby npcs...

On retail it does buff NPCs too, basically any nearby target, although you might be right about excluding pvp flagged targets. I made some restrictions for the spell, hopefully it's a bit better now
