Does Whizzig <Merchant of Time> spawn on the timeless isle when he suppose to, or not. i never see him, just only his snail, Slimy.

Ashcool, about when and where does this npc spawn around the square on the Timeless Isle, i looked at the map on the site, but i see the snail he rides and never him, plz help i would like the inscription recipe he sells for 4k timeless coins, it is so confusing on his spawn and respawning, plz plz help to understand

as you enter the npc area in the center of timeless isle, he spawns right on the right side as you enter, right on the corner, before the stable master and the npc that offers the daily pet battle quest.
